Worth knowing, do not run it

Why it is graded that way

He labels it black hat himself: buy an expired domain, rebuild the old site from the Wayback Machine, and point its links at your own site. Worth knowing because you will see it pitched. Not worth running. Google’s spam policies have named expired domain abuse since March 2024, and republishing someone else’s archived site is a copyright problem on top. The clean twin is link reclamation: find links that still point at dead pages on your topic and ask for them to point at a live page of yours.
